UAE Emiratisation 2025 – Key Deadlines, Penalties & How to Stay Compliant

The UAE’s Emiratisation drive continues to gain momentum in 2025 with stricter compliance targets and higher penalties for companies that fall short.

Here’s what employers need to know:

1. New Emiratisation Deadlines

Private companies with 50+ employees must increase the number of UAE Nationals in skilled roles by 2% annually — about 1% every 6 months.

Mid-Year Target: 6% Emiratis in skilled roles by 30 June 2025
End-Year Target: 8% Emiratis in skilled roles by 31 December 2025

Companies with 20–49 employees (in specified sectors) must:

✅ Hire 2 Emiratis by end of 2025

2. Penalties for Missing Targets

  • Large companies (50+ staff):
    💰 AED 8,000 per month for each unfilled Emirati role in 2025

  • Mid-sized companies (20–49 staff):
    💰 AED 96,000 penalty if they don’t hire 1 Emirati by end-2024
    💰 AED 108,000 penalty if they don’t hire 2 Emiratis by end-2025

Non-compliance penalties are automatically deducted through the MoHRE system.

3. Employer Best Practices

  • Register Emirati employees with the UAE Pension Scheme

  • Pay them via the Wage Protection System (WPS)

  • Avoid “fake Emiratisation” — MoHRE will penalize companies for non-genuine hires.
